I was able to get this figured out.
Essentially, as Scott mentioned, there was an old version of the APIs that was being used to build the solution (not sure how it built with no errors, but that's another topic). When the project was first made in SVN, there must have been an old version of the APIs that went up initially, and were not overwritten with the new APIs due to conflicts.
